Wellington was born March 3, 1941 in Emery Hill, Poland, New York, parents of Jacob Emery and Elizabeth Portman. He attended school in New York teaching one year of school. He married Eunice Bardwell in 1865. During his life he was elected to the office of constable, supervisor and assessor . He died after being gored by a bull on Sunday, September 28, 1889.

In September 1862, He participated in Col. Henry Hastings Sibley's campaign against the Sioux, culminating in the defeat of the Indians at the Battle of Wood Lake on September 23. Although the records are hard to read(old, scotch taped together.) In part of 1863 and part of 1864 he was in the military hospital.
