Warner was born in Oswegatchie, New York in 1870. His parents were Thaddeus Steele and Adelaide (Addy) Thompson. Sadly, his mother died in 1871 and Warner was brought up by his maternal grandmother, Martha Thompson.

On Feb 4, 1890, Warner married Nellie May Higgins. Their first child Maud May was born in November of that year. Sadly she passed away in January 1891. Their second child, Carolyn was born in 1892, a couple of months after Warner was killed in a train accident. The following is from the "Adirondak News" dated Saturday August 17, 1892:

"Warner Steele, a young married man whose home is at 102 Arsenal street, this city, and who has been employed by the R W & O R.R. as a freight brakeman, met with an accident Friday which resulted in death. While riding on the tender near Keen's Friday evening the train broke in two and he was thrown under the wheels, his right leg being run over and crushed. Besides his injury, the accident had caused a large quantity of water from the leak to be thrown upon him, saturating his cloths and chilling him. He was not missed immediately and when he was found he had been suffering over an hour and could hardly speak. He was brought to Watertown and after an unexplained delay of 2 hours at the depot, was taken to the city hospital, under the care of Dr. J. D. Spencer. Saturday Dr. Spencer and Dr. Willard made an examination of the injuries and amputated the limb. He lingered along till night when death relived him of his sufferings. The chief cause of his death was shock and heart failure, but the cause that contributed largely was the exposure and the fracture and laceration of the leg. Steele was 22 years of age and a former resident of Ogdensburg residing with his grandmother, the late Martha Thompson, who brought him up from childhood, looking after his early education and training. His remains were taken to Ogdensburg for interment."
