In 1906 he was appointed Austrian-Hungarian envoy in Petersburg and two years later, in this position, he organized a meeting between the ministers of foreign affairs of the Austrian-Hungarian Empire and Russia, A.L. Aehrenthal and A.P. Izvolskii, in his Buchlovice castle, what led to the annexion of Bosnia and Herzegovina. In 1912, Leopold Berchtold was appointed Austrian-Hungarian minister of foreign affairs.
