Carter was the third youngest child of Floyd & Minnie Tayor. He was born in Bonne Terre, raised in Leadwood, lived in Portland OR where he met his wife Virginia, then later settled in Mexico MO. He & Virginia owned several businesses in that town through the years; Taylor's Bake Shop, Taylor's Drive-In, & The People's Market. Carter became known as 'Pop' while working at the grocery store. He was loved by all that knew him.
