He was born in Baltimore, Maryland and came to Illinois in 1892. He was a lawyer and in his obituary was called, "one of the brightest legal lights of the Midwest." He was Mayor of Lake Forest, IL from 1917-1919 and organized the Lake Forest "Emergency Union, under which all local activities of the period were successfully coordinated." Addington was a leader of the framing and enactment into law of the Federal Reserve banking system during Woodrow Wilson's presidency. He married Florence LaVictoire in 1901. Their home was located at 735 E. Westminster Rd.
