Elsie Laws Henkelman was one of seven children born to Millard and Minnie (Oliver) Laws. She was born July 18, 1917 in Boomer, North Carolina. Her family included three brothers: Edward Laws; Ishmael Laws; and Lonnie Laws, who died at birth; and three sisters: Elma Laws Swanson, Thelma Laws Church, and Beryl Cooper.

Elsie lived in Roseville, California for decades. She died there at the age of 90 on July 25, 2007. A granddaughter described her as being "rather ornery". Her funeral was held a week later on August 1, 2007 at Lambert Funeral Home in Roseville. She was buried at Mount Vernon Memorial Park in Fair Oaks, California alongside her husband, Harold Henkelman, who died in 1991.

At the time of her death, Elsie was survived by her five children: Steve Henkelman, Sylvia Wyatt, Rae Gibson, Jane Woolf and Webbie Vanuto; her sister, Beryl Cooper; 10 grandchildren, and 4 great-grandchildren.
