Schley was the son of Joseph Burgart and Dora Bell Wimbish of Patrick Springs, Virginia. His paternal grandparents, Franz "Frank" Burgart & Elizabeth Roethler, were immigrants from Germany who settled in Chickasaw County, Iowa. His maternal grandparents, Elijah Thomas Wimbish & Sarah Ellen Fulcher, descended from long lines of Patrick County (Halifax County) natives.

Schley was the husband of Rena Ford "Babe" Putnam of Garden City, Kansas.
