Louis was the son of Harry and Hanna Cohen. He attended school in Ogdensburg before graduating from Syracuse High School. In 1927 he obtained his degree from Syracuse University Law School.
On April 29, 1937 Louis was marred to Dora Shulkin at Massena. He practiced law in Ogdensburg before moving to Massena in 1941 where he worked for the Slavin and Shulkin Furniture Store and later became manager of the Glow Gas Company before retiring in 1967. Following his retirement, he operated bowling alleys in Potsdam and Gouverneur until 1988.
He was survived by his wife, two sons, five grandchildren, and three sisters.
