U.S. Solicitor General, Judge, Lawyer. A native of Glasgow, Scotland, he emigrated to America in the 1870's and settled in Michigan. Maxwell graduated from the University of Michigan in 1874 and from the Cincinnati Law School in 1875. Admitted to the bar in Ohio, he practised as an attorney in Cincinnati, Ohio. On March 30, 1893, he was appointed by President Grover Cleveland to serve for the United States as the Solicitor General and served until January of 1895. He returned to Cincinnati and became a law professor at the Cincinnati Law School until 1912. Maxwell received an honorary masters and law degree from the University of Michigan in 1893 and 1904. He aided the University of Michigan's Law Department as a lecturer from 1909 to 1916 and chaired several law committees and associations until his death in 1927.
