U.S. Congressman. He graduated from Darlington Academy and taught school in Hocking County, Ohio. During the Civil War, he served as a Lieutenant Colonel of the 63rd Regiment, Ohio Volunteer Infantry, Union Army and was brevetted Colonel for his service. After the war, he studied la, was admitted to the bar in 1867 and commenced to practice law in New Castle, Pennsylvania. He was New Castle District Attorney, (1868-71) and a member of the commission to codify laws and devise a plan for the government of cities of Pennsylvania, (1877-78). In 1885, he was elected as a Republican to the Forty-ninth and Fiftieth Congresses, serving until 1880. An unsuccessful candidate for re-nomination, he resumed the practice of law until his death.
