United States Congressman. He studied law, was admitted to the bar in 1869, and commenced practice in Pottsville, Pennsylvania. After serving as district attorney of Schuylkill County, he was elected as a Democrat to Congress from Pennsylvania. He served from 1875 to 1879, and again from 1889 to 1895. He later served as United States marshal for the eastern district of Pennsylvania, and again resumed the practice of law in Pottsville.
