HAMPTON - Richard Marshall Bagley died Dec. 13, 2001. Born in Hampton and known as ''Dick'' throughout his life, he was involved in political and civic activities on the local and state level. Dick served as the Commonwealth of Virginia's first Secretary of Economic Development. He also served for 20 years in the Virginia House of Delegates representing Hampton. During his term in the House, he was a fiscal conservative and while chairman of the House Appropriation Committee demanded a high level of accountability. He was well known for his support of mental health initiatives throughout the Commonwealth. The Governmental Employees Association recognized him as one of the ''Ten Most Outstanding Legislators in the United States'' in 1984.

Having graduated from Virginia Polytechnic Institute, he had served on the Board of Visitors, Alumni Board, and Educational Foundation.

He was president of Bagley Investment Co. and served on the boards of Crestar Bank, Cadmus Communications Corp., and RF&P Railroad Co.

Dick is survived by his wife of 52 years, Nancy May Murray Bagley; his daughters, Nancy Adams and husband Steve, Mary Saville and husband Norman; and son, Rick Bagley and wife Cindy; and grandchildren, Stephen Adams, Rachel Saville, Timmy Adams, Sarah Saville, Anne Saville, Marshall Bagley, Caroline Bagley, Thomas Bagley and Nathan Bagley.

A funeral will be held at 10:30 a.m. Monday at St. Johns Episcopal Church, Hampton, by the Rev. Keith N. Adams, with interment in St. Johns Cemetery. The family will receive friends Sunday from 2 to 5 p.m. at R. Hayden Smith Funeral Home, 245 S. Armistead Ave., Downtown Hampton.

The family requests that in lieu of flowers, contributions be made to Sarah Bonwell Hudgins Foundation, 51 Battle Road, Hampton, VA 23666, the Hampton YMCA, 1320 LaSalle Ave., Hampton, VA 23669, or the Virginia Tech Corp of Cadets, 143 Brodie Hall, Blacksburg, VA 24061.
