Gary was born in Dallas Texas to Roy and Alma Hipps. He graduated from Sunset High School, and attended Texas A&M University, was a member of A-AAA outfit in the Corps of Cadets, graduated in 1959 with a degree in Business Administration. He also received his commission in the U.S. Army, led a distinguished 26-year career as an Air Defense Artillery officer. He served in Vietnam in 1969 and served as a staff member to the Joint Chiefs in Washington, DC, advancing to the rank of Colonel before retiring in 1986. He went on to work as the Facility Maintenance Director for the Texas Department of Corrections for the next 15 years and retired in 2001.
