Dabney grew up in Fredericksburg, and participated in the California Gold Rush of 1849; returned after a few years to Fredericksburg.
While studying medicine in New York he befriended the later-President Chester A. Arthur; introduced his cousin from Culpepper County, Virginia, Ellen "Nell" Lewis Herndon to Arthur. (They were married on October 25, 1859. Ellen died January 12, 1880, before Arthur was elected Vice President later that year.)
He then returned to Fredericksburg, married Zulette Waterhouse, with whom he had 1 son, John Waterhouse Herndon, and practiced medicine there.

Enlisted on 6/18/1861 in Richmond, Va., he was commissioned into Field & Staff NC 1st Infantry as a Surgeon.
In 2/1864 he was commissioned into Field & Staff NC 3rd Infantry.
He was relieved from duty on 2/2/1865 due to ill health; ordered to report to Surgeon W.A. Carrington in Richmond for duty.
Postwar, he returned to Fredericksburg and practiced medicine there until about 1887, when he moved his practice to Alexandria.
