A Democrat, he was elected Governor in 1913 without Republican opposition. In office, he promoted a statewide referendum that prohibited alcohol sales; appointed a commission that in 1919 revised the Virginia Code; and supported legislation reforming state tax laws, allowing counties to tax real estate, and allowing the state to tax other forms of property. In 1915, Stuart endorsed the state senatorial bid of Harry F. Byrd, Sr.; within a few years, Byrd would build a political machine that controlled Virginia politics until the 1960s. As a "War Governor," Stuart encouraged Virginians to grow food in home gardens to support the war effort.
