Charles Waters was a member of Parliament for Prescott and Russell during the Rebellion of Upper Canada 1837-1838. He was a very religious Epsicopal Methodist. Charles Waters, who than represented Prescott in the Provincial Parliament, was an opponent of the Family Compact, and, was a friend and admirer of William Lyon McKenzie. Under his patronage, a society was formed here, and christened " Young Men's Political Association of Vankleek Hill."
Son of Abel Waters (cornet, King's American Dragoons); m Maria Frost. [Methodist.] Farmer, merchant, public servant. Lived in L'Orignal. "Did his duty," 1812-14; ens., 1st Regt. Prescott Militia, 29 Nov. 1820; It., 27 Sept. 1826. JP, Ottawa Dist., 5 June 1822; coroner, Ottawa Dist., 30 July 1824. MHA, Prescott, 1834-6. Reformer. October 1827 Charles Waters (1st) held a Lieutenant's Commission in Company Number 4, 1st Prescott Regiment of Militia. His name also appears in 1832. Although he did not take part, his commission was stripped from him after the Rebellion.
