Cierra was the daughter of Zachery Charles Carter & Traci Rae Smith. She was a fourth-grader at Strawbridge Elementary School in Virginia Beach, Virginia. Her half-brother, Zackary Anthony Carter, 14 at the time, was charged with second-degree murder and sent to prison.
Cierra was cremated and her ashes are in possession of her mother. A memorial bench, with photo, is located in front of the Forest Memorial Mausoleum. Her name also appears on a memorial stone in Milton Cemetery as follows:
