Massachusetts Governor. He was admitted to the bar in 1868, established a legal practice in Boston and served as a judge advocate for the Massachusetts State Militia. He served as a member of the Massachusetts House of Representatives, 1877 to 1884 and was Lieutenant Governor of Massachusetts, 1887 to 1890. In 1890, he was elected the thirty-eighth Governor of Massachusetts, serving until 1891. An unsuccessful candidate for reelection, he ressumed legal practice and was a delegate to the Republican National Convention in 1892.
