Elmer was the youngest of seven children born to Henry and Sarah Elizabeth Carman Rollins. Brother to James Wolford, Claude V., Ethel Agnes, Jesse Bernice, Leone Loriene, and America Ellen Rollins. He graduated from Kingston High School in 1942. Elmer married Adaline Jewel Bauman on October 9, 1948 in Pratt, Kansas. She preceded him in death in 2007 after almost 59 years of marriage. To this union two children were born, Beth and David.

His professional career started on March 6, 1945 as a telephone lineman for Cities Service Gas Company. Later he became a licensed two-way radio and microwave technician. He retired from the company in 1983. After his retirement, he volunteered at the Central Service Center, working the clothes closet with his wife for several years. He enjoyed working in his garden, mowing his yard and fixing things. He is remembered by his children as a loving father, grandfather, and great-grandfather. Elmer and Adaline displayed a love for people in need. There was never any doubt about their devotion to each other and their wholehearted trust and faith in God. He leaves a legacy to his family of honesty, integrity, hard work, love for family and faith in God the Father.
