Frederick Winslow Boudreau was the son of William Boudreau and Roxy Skinner. [Roxy died in 1905. ] Fred was raised by his maternal grandparents, the George Skinners, of Franklin, VT, after his mother died. He graduated from school in Franklin in 1924, and worked for the Missisquoi Corp. He was town constable and tax collector in Franklin. He also acted as overseer of the poor. Fred and Carolyn Boudreau settled on a farm in the Towle neighborhood (History of Franklin, Vermont, 1989, page 220).
