Chief Miller was born in Tomahawk, Wisconsin, and graduated from the University of Maryland.
During his 30-year career in the military as a supply officer, he was assigned to the China-Burma-India theater of operations during World War II, Pius Panama, Greenland, Europe and the United States. He retired in 1970.
He received the Air Force Commendation Medal, the Asiatic Pacific, Campaign Medal, the Europe Africa-Middle East Campaign Medal and the American Defense Service Medal.
From 1970 to 1974 he was a buyer for the Brunswick Corp in Boston and Pine Bluff, Ark. From 1974 to 1987 he was an EMT administrator for the Arkansas Department of Health in Little Rock.
He was of the Roman Catholic faith and enjoyed gardening and bird watching. His memberships included the Naval Academy Officers and Faculty Club, the Fleet Reserve Club and the Retired Officers Association.
