He was the son of William O. Winston, Sr. and his first wife Joanna/Jane Robinson.

Philip B. Winston was the well known and respected Clerk of the Hanover County Court 1825-1827. His homes were "Poplar Springs" and "Blenheim".

He married 1st. Sarah Madison (a cousin of Pres. James Madison)in 1811 and in 1829 married 2nd Jane Dorothy Price, daughter of Capt. Thomas Price and Barbara Winston [Barbara Winston was born November 30, 1750, and died May 18, 1821 in Hanover Co. Virginia. She married Thomas abt. 1774, son of John Price and Mary Randolph. Thomas Price was born October 29, 1754 at the house "Cool Water", Hanover Co. Virginia, and died December 21, 1836 in Hanover Co. Virginia.)

William Overton, Joseph Pendleton and Bickerton Lyle Winston were the sons of Philip and Sarah Madison.

Richard Morris Winston was the son of Philip B. Winston by his marriage to Jane Dorothy Price.
