Clarence was a prominent Philadelphia lawyer, a Republican, a member of the bar in Bucks and Philadelphia counties, served as a delegate to the Republican state convention in 1907; a member of the Pennsylvania state house of representatives in 1909, a member of the Pennsylvania state senate from 1911 - 1922, president pro tempore of the Pennsylvania state senate on June 28, 1917 and reelected to that post on January 17, 1919. He was a delegate to the Republican National Convention from Pennsylvania in 1916.
He had two children: Clarence Jay Buckman, Jr born 12/24/1920 in Bucks County, PA and died 3/22/1943 killed in action in a B17 bombing mission in Europe during World War II; and Cornelia Ann Buckman born 5/19/1922 in Langhorne, PA and died 1/24/1981 in Monterey, California.
