Eleanor was adopted by Lillian and Charles Roper in 1915. She married Franklin Peters and they had six children: Franklin Earl, John Wesley, Catherine, Harold, Edith May (who died as an infant), and Charles.

She was a member of the Free Methodist Church in Nescopeck, Luzerne County, Pennsylvania, where she was an organist. She was a mill worker and was employed by the Baer Silk Mill, the Penngorra Knitting Mill, and the Briar Knitting Mill, retiring at the age of 79.
