Born in Clackamas County, Oregon, Evans came to Camas with his parents in 1917. He attended local schools and graduated from Camas high school.
Evans worked in the paper mill for 18 years and was a papermaker on No. 4 machine. He was also treasurer for several years of the Papermakers Local No. 130
He left the mill to operate a small lumber mill near the rock quarry and then a service station between Camas and Washougal. He sold his Shell service sation buisness 18 months ago, retaining ownership of the building.
He was alos interested in the Industrial Fibre Glass plant in Washougal.
When Joseph A Ast died, Evans was appointed to his position as a PUD commissioner, taking office February 13, 1958. The following November he was elected to the remaining four years of Mr Ast's term and was re-elected to a full six year term in 1962.
He served five years on the Washougal school board and was president of the Washougal Lions Club in 1958. He was also a member of the Washougal grange, and the Vancouver Elks Lodge and the local Church of God.
A leader in Northwest power circles, Evans was a past president of the Washington Public Utility Districts' Assoc. and a member of the board of the Washington Public Power Supply System, operators of a nuclear plant at Hanford.
He was also a member of the Public Power Council, a planning group, and of the Pacific Northwest Joint Thermal Planning Council.
Surviving are the widow Delia E, a son F. David and Daughter Lois Cunningham both of Washougal, and a brother Carmi of LaJolla, California and two grandchildren.
