Emmett Russell was born in Fort Dodge and attended Sacred Heart School. Following schooling, he began farming the Clare area. He married Marie Heller in 1921 at Sacred Heart Church and they established their home on a farm near Clare. They are the parents of thirteen children.
Mr. Russell had been county supervisor from Jan. 1, 1955 until he retired at the end of 1976. During that time the had served as chairman of the board of supervisors three times.
Russell also served a five-year term on the roads and highways committee of the National Association of Counties.
