John Francis Amherst Cecil was the third of four sons born to Lord William Cecil (1854-1943) and his wife Mary Rothes Margaret Tyssen-Amherst, Baroness Amherst of Hackney (1857-1919). He was descended from Sir William Cecil, 1st Baron of Burghley, advisor to Queen Elizabeth I.

J. F. A. Cecil was educated at Eton College and at New College, Oxford. He held the office of First Secretary of the Diplomatic Service. He was married to Miss Cornelia Stuyvesant Vanderbilt (1900-1976), only daughter of George Washington Vanderbilt (1863-1914) and his wife Edith Stuyvesant Dresser (1873-1958) of Biltmore, in 1924. The Cecils had two sons, George Henry Vanderbilt Cecil and William Amherst Vanderbilt Cecil.
