William was the 6th of 7 children born to Catherine McLeod and Neal Archie McNeill of Richmond County, North Carolina. He married Annie Price Gibson of Scotland County on June 15, 1921. He was the assistant cashier at Bank of Hamlet. Their daughter, Florence Gibson McKoy McNeill, was born in 1924. William and Annie eventually divorced.
William worked for 25 years as an Auditor for the US Government in Washington, D.C., starting about 1931 and retiring in 1956.

A marriage of much interest to a wide circle of friends throughout the state will be that of Miss Annie Price Gibson and Mr. William Koy McNeill, which will take place Wednesday evening at 8 o'clock at the Methodist church at Laurinburg.
After July 1st Mr. McNeill and bride will be at home in Hamlet. Mr. McNeill is assistant cashier of the Bank of Hamlet.
