William Stafford Blisard was born in Franklin County, Tennessee. He was the son of Thomas F. Blizzard of South Carolina.

Source: "History of Chickasaw County Mississippi": "William Stafford and family lived in Itawamba County until 1862 or 1863. The Civil War had started and the country north of Tupelo had become a battleground. He was described as a man who liked his peace and tranquility. Living as he did in the middle of a battleground and hearing that the railroad was being built close by his home (the Mobile and Ohio Railroad built in 1858 cut his land in half), he sold his holdings and bought land in Chickasaw County [Mississippi]. He bought land west of Haulka and north of Thorn at a place called Hickory Ridge. He bought this land from William Simmons 22 December 1862. W.S. died 20 February 1889 and Sarah died 23 July 1902. They both died near Thorn and are both buried at George Chapel Cemetery, north of Thorn."
