Congressman. After studying law and being admitted to the bar in 1844, he moved to Somerset, Pennsylvania, and began practicing. He was appointed collector of internal revenue by President Lincoln in 1863, but was removed by President Johnson in 1866. He was again appointed collector by President Grant in 1873. He was elected as a Republican Congressman from Pennsylvania and served from 1887 to 1893.
