Val was born January 27, 1920 in Salt Lake City, Utah. He was the son of Lewis Rigby and Florence Phoebe Follett Rigby. Val married Lillian Low on July 30, 1940, in the Logan LDS Temple. They lived in Lewiston, Utah and lived there most of their adult lives.

Val was the bishop of the Lewiston 2nd Ward for over 8 years.

He served a mission for the Church of Jesus Christ of Latter-day Saints to the Northern States Mission.

In 1944 he served with the U.S. Army in Europe.

He led a busy and active life with most of his work centered around farming.
