After leaving the Army he owned and operated "Cherry Hill", a plantation near Louisville, Georgia. In 1806 he was the successful Democratic-Republican nominee for a seat in the US House of Representatives and served two full terms and part of a third, March, 1807 until his resignation in October, 1812. Cobb left Congress to return to the Army as a Captain for the War of 1812, afterwards resuming management of Cherry Hill, where he died after a brief illness. Howell Cobb was the uncle of House Speaker, Governor, Treasury Secretary and Confederate General Howell Cobb and Confederate General Thomas R.R. Cobb.
