He was the son of the late Geneva (Danner) and Elmer K. Keefer.
After graduating from William Penn Sr. High School, Joe honorably served his country in the U.S. Army during the Vietnam War era. He was employed as a machine operator for Johnson Controls (formerly York International). At one time, he also worked as a cab driver for McCarty's Taxis and York Cab Co. Joe was a member of the UAW. He was very sociable and outgoing.
Joe collected taxis and trains and enjoyed going to Atlantic City, N.J.
He is survived by one daughter, June Elizabeth Keefer and husband, Chris Kuba; two sons, Joseph E. "Joey" Keefer, and Peter John "PJ" Keefer and wife, Wendy; six grandchildren; two sisters, Susie Simpson of Wrightsville and Edith Keefer Frigm of York; a brother, William "Bill" Keefer of York; three aunts, Pauline Kunkel, Virginia Danner, and Betty Noga, all of York; and a host of nieces, nephews, and cousins.
Interment was with full military rites.
