Charles was born about 1807. He was the son of Steven H. Norris (1773-1853) and Martha (Jennings) Norris (1773-1840).

He married Sarah Brooks (1810-Unknown) on 10 March 1828 in New York City, New York, United States. They gave birth to six (6) children:

Daniel B. Norris, Martha H. (Norris) Jackson, Charles W. Norris, Mary M. (Norris) Force, Mary Maria (Norris) Kimple and Stephen Nathanael Norris.

Charles passed away in 1856 and was laid to rest in the Bridgehampton Cemetery, Bridgehampton, Suffolk County, New York, USA.
