Mrs. Vaughan was born at Neosho, Missouri, but came to Texas with her parents while she was young. She spent most of her life in the Willow Point community near Bridgeport in Wise County. She attended Gunter and Texas Women's University in Denton.
Mrs. Vaughan taught school in the Willow Point ISD and in several nearby communities before her marriage.
Chloe Sheppard married Albert Vaughan from Perrin, Texas.
Survived by two daughters - Mrs. Ava Crowder and Mrs. LaVeta Phillips; two grandchildren; one brother - Doyle Sheppard.
She became a member of the Church of Christ at an early age and was active in church work as long as she was able. Her civic activities included work for the betterment of rural schools and she served as president of the PTA and participated in any capacity her church and community needed her.
