ROSCOE was the son of James Monroe Baird and Tabitha Ann (Smith) Baird. The burial place of his father is unknown. Roscoe's paternal grandparents were Wilson and Cynthia (Gollithan) Baird.

In the 1900 census record Roscoe and his brothers, Norton Wilson, Gordon Bennett and Daniel Monroe, were living with their widowed mother in a household next door to that of their deceased father's sister, Mary Emma (Baird) Couch. By 1910, there mother, Tabitha, had moved her family from Carroll County to Obion County, Tennessee.

Roscoe married Lola Bingham Jacobs on January 8, 1911, in Gibson County, Tennessee. They were the parents of a daughter, Lillian Lee Baird.

Roscoe was a "printer of the weekly news."
