US Army Major General. He graduated from West Point in 1889 and was commissioned in the 24th Infantry. From 1889 to 1896 he served at western posts, including Ft. Huachuca and Ft. Douglas. During the Spanish-American War he commanded Company B, 24th Infantry, and took part in the Battle of San Juan Hill.

After the war he served in the Philippines, and commanded 1st Battalion, 25th Infantry. He served in the Veracruz Expedition, including command of 1st Battalion, 27th Infantry and 1st Battalion, 28th Infantry. He commanded 3rd Battalion, 27th Infantry in the Philippines from 1916 to 1917, after which he commanded the 40th Infantry at Camp Snelling.

During World War I he commanded 15th Brigade, 8th Division at Camp Fremont and the 13th Division at Camp Lewis. In 1919-20 Leitch served as chief of staff of American Expeditionary Forces Siberia. His later assignments included command of the 27th Infantry in the Philippines, the 8th Brigade at Ft. McPherson and the 5th Brigade at Vancouver Barracks.

From 1927 until retiring in 1928 he commanded the 3rd Division at Camp Lewis. Leitch’s awards included the Distinguished Service Medal, Silver Star, Italian Order of Saints Maurice and Lazarus, and Czechoslovak War Cross.
