Baltimore Mayor. He served as Mayor of Baltimore, Maryland from 1878 to 1881, 1883 to 1885, 1887 to 1889, and 1891 to 1895. Born in Baltimore, he was the grandson of architect Benjamin Henry Latrobe. After completing his formal education at the College of St. James in western Maryland, as a young man he worked in a clerical position while he studied law under his father. Admitted to the Maryland bar in 1860, following the Civil War he was elected to the Maryland House of Delegates in 1867, where he served for three years and was elected Speaker of the House. In 1875 he was elected Mayor of Baltimore and served what would be the first of seven terms, which would be more than any other individual in Baltimore city history.
