Dallas was the 4th of 7 children born to John Meek and Julia (Holt) Palmer. Dallas was born in Marion County, Alabama, before his family moved to Monroe County, Mississippi. His father was a farmer.

On 1930 Census Dallas is farming in Marion County and has married Doskie Lambert. They have 3 children at the time. Their names are John Edward, Donald and Louise.

On 1940 Census, Dallas is working for a Saw Mill in Richland, Scott County, Missouri. It says he was at the same place in 1935, living in a rural area. They have 3 additional children at this time. Their names are Dowell, Hansel Dewayne, and a daughter, Andine. Doskie's brother Harry Lambert is living with them.

Dallas' last residence was in Sikeston, Scott County, Missouri. He died October 17, 1968 at age 63. He was laid to rest in Memorial Park Cemetery in Sikeston, New Madrid County, Missouri. He was survived by his wife, Doskie, who remained a widow until her death in 1982.
