Minor's parents were: "Frank" Francois Robert Bélanger and Mary Belle Clamorgan. Minor was born in Nicaragua to a French Canadian father who traveled quite a bit for business and pleasure. Francois met Mary Belle in New Iberia and they made their home in New Orleans for a time. Francois died in Fall River, Mass. on August 6, 1889 but his family took his body to be buried in Cap-St-Ignace, Québec.

As a young man, Minor enlisted in the summer of 1900 and was assigned to the Pennsylvania 5th Infantry. His time in central America gave him some familiarity with the Spanish language which proved useful for the Spanish-American War. He was Honorably Discharged in November of 1902.

On Feb. 27, 1904 Minor married Etta Edna Covill whose parents were from New England. They made their home in Philidelphia where their first child, Minor Arthur Jr., was born on Jan. 7, 1906 - but he only lived for a month. Their second child, Edna Belle, was born on Feb. 27, 1907 in Philadelphia also. Shortly after her birth the couple headed to Central America in hope of adventurous prospects like his father found. They were sadly disappointed and moved back to the U.S. (and to New Bedford, Mass.) the next year where their third child, Arthur Theodore, was born on Sept. 4, 1908. Another daughter, Hebe Florine, was born on March 9, 1910 also in New Bedford. In 1912, Etta gave birth to another son, Frank Robert. Two years later Nina Imogene was born, followed by Edith in 1917, Ernest Minor in 1921 (who only lived for a month) and Hazel in 1925.

As Minor was settled for good in the United States he finally applied to be naturalized. He took the oath of citizenship on June 6, 1916. The Bélangers remained in Philadelphia through the 1920s where Minor worked as an assistant machinist for a local company. They never owned a home while living there and soon sought the prospects of moving west to California. Minor's wife, Etta, died of pneumonia in the spring of 1942 he had her body brought back to Hillside Cemetery in Mass. for burial next to their children. Minor lived with his son, Frank, in Santa Monica for a time before marrying for the second time to Marie Cecile Bastien Paulson in 1950.

Because of Minor's deteriorating health he spent the last part of his life in the Los Angeles National Military Home and on Dec. 26, 1954 at the age of 76 he died in the Veteran's Hospital. He was buried with full military honors in the Los Angeles Veteran's Cemetery.
