James Wilber Moreland was born on 8 May 1909 at Penfield, Illinois. He is the son of Dr. Jesse Wilber and Aline Maud (Cole) Moreland.

On 1 July 1932, at Los Angeles, California James married Jennie Gwendolyn McCrea. He remained at her side until her death on 18 November 1986.

He was inducted in the United States Army on 28 April 1942, and was honorably discharged on 25 May 1946, as a Lieutenant Colonel.
