U.S. Continental Congressman. He attended St. John’s College and was clerk of the council of safety in 1776. He then studied law, was admitted to the bar in 1780, practice law in Baltimore Maryland and was advocate in the Maryland Court of Chancery. In 1784, he was elected a member of the Continental Congress, serving until 1785 and served in the Maryland State Senate, (1786-91). He resumed the practice of law in Baltimore and was appointed judge of Howard County court, in 1811, serving until his death.
