Originally from the town of Edgefield, South Carolina, Livingston Mims moved shortly afterward to Georgia, and then to County Line, Mississippi with his father, Henry Mims. Major Mims served during the Civil War as Chief Quartermaster of the Department of Mississippi and East Louisiana. Following the war, he became business partners with Generals Johnston and Humphries. Mims was elected Mayor of Atlanta Georgia and served from January 1, 1901 - December 31, 1902.

His son-in-law, and daughter - Joseph and Emma Thompson, were leading citizens of Atlanta and founders of Brookwood. In that capacity, they entertained Presidents Grover Cleveland, William McKinley and Vice-President Adlai Stevenson with grand receptions at Brookwood.
