Husband of Eva Monnett Brown Dallas. A native of Jackson County Ohio.

His parents were southern farmers (non-slave owning) that left Virginia during the Civil War. According to a family story, William's mother Nancy Leffler Dallas brought the family to Ohio while his father was conscripted into the Confederate Army. After paying a man with a small boat to carry them across the Ohio River from Virginia under the dark of night. After making sure that her children were on dry land, she sat down on the bank of the Ohio, removed her boots and stockings and washed her feet "of the South" vowing to never return. Her husband William Robert Dallas slipped away from his unit and followed his wife to Ohio. Their son William was born in Jackson County Ohio in 1967, the 6th of nine children.

William married Eva Brown, nee Monnett, of Marion Ohio in 1896. He was a farmer in Marion County, and the couple owned "Red Top Farm" west of Marion for many years. The name "Red Top" came from locals because the roofs of the outbuildings and house were red-roofed, and the barn slates incorporated their surname in red slates. Later they relocated to a small farm on the Marion-Crawford County Line Road.
The couple had no children of their own, but William was a good father to Eva's children from her first marriage. His nephew said he was a kind man, agreeable, hard-working, and very good to his wife.
