U.S. Congressman. He attended the Georgetown University Washington, D.C., graduated from Oxford University England, in 1869 and studied law at Columbia Law School, New York City. He was Paymaster General for the State of New York Militia, serving (1886-87). In 1887, he was elected as a Democrat to the Fiftieth Congress, serving until 1889. An unsuccessful candidate for reelection, he was appointed Envoy Extraordinary and Minister Plenipotentiary to the Netherlands, serving (1911-13).
