US Congressman, US Diplomat. He was elected to represent two different New York Districts in the United States House of Representatives, serving from 1821 to 1839 first as a Jacksonian, then as a Democrat. He first represented the 2nd District from 1821 to 1823, then the 3rd District from 1823 to 1839. Appointed by President Martin Van Buren as United States Minister to Russia, he served at that diplomatic post from 1840 to 1841.
