Dakota Territory Governor. He was a successful merchandise businessman when in 1853, he moved to Falls City, Nebraska, was elected the town's first Mayor and also served as postmaster. In 1862, President Abraham Lincoln appointed him a Government Agent and Burbank moved to western Dakota to assist in the organization of the territory. On May 10, 1869, President Ulysses S. Grant appointed Burbank as the fourth Governor of Dakota Territory and he served until 1873. After serving as governor, he served as US Post Office Inspector at Richmond, Indiana, until his death.
