U.S. Congressman. Born near Garadice Lake, Ireland, he immigrated to the United States and took up his residence in New York City. He was shipping clerk in a dry-goods house in 1860, studied law, was admitted to the bar and practiced law. He was a member of the New York State Assembly (1865-67), served in the New York State Senate (1868-71), on the New York City Tax Commission and acted as counsel for New York State commissions to revise the tax laws. In 1873, he was elected as a Democrat to the Forty-third Congress, serving until 1875. Not a candidate for re-nomination, he resumed the practice of law in New York City, until his death at age 71.
