Officer Reid, badge # 7192, assigned Stake-Out Unit, incurred brain damage when he was struck by a drunk driver in 1973 while conducting a vehicle investigation on-duty at 65th ave. and Limekiln Pike. Because of his injuries, he retired and died in 1980. Also struck during the incident was Reid's partner James E. Duffin who died instantly. The drunk driver was convicted of manslaughter for Officer Duffin's death.

A West Oak Lane man was held in $10,000 bail yesterday on charges stemming from the death of one policeman and critical injuriy of another when they were hit by a car at 65th ave. and Limekiln pike.
William Jackson, 30, of the 7400 block of Gilbert st., was charged with involuntary manslaughter, driving while intoxicated and aggravated assault and battery by auto.
Police said he was the driver of the car which struck Patrolman James F. Duffin, 31, of 3117 Weymouth st., and his partner, Patrolman John Reid, 31, of 9306 Treaty road, of the stakeout unit, at 12:20 A.M. as they stood by the door of an auto they had stopped.
Duffin was killed immediately, police said. Reid was reported in critical condition today at Germantown Hospital.

No Driver's License

Lt. James Murray of the homicide unit said Duffin and Reid were heading south on Limekiln in their patrol wagon when they saw a southbound auto turn into Ridley st., back up illegally and head north on Limekiln.
The two policemen stopped the car at 65th ave. The driver, Thomas Morgan, 22, of the 6400 block of Norwood st., didn't have his driver's license, so the policemen bagan checking the serial number on his owner's card with the serial number on the door jamb.
Murray said a car struck Duffin and Reid from behind and smashed the door of Morgan's car. Duffin was dragged 50 feet before the car stopped. Reid was knocked 15 feet.
A Passenger in Morgan's car, Leon Jones, 21, of the 6500 block of Old York road, ran to the patrolmen's wagon and radioed police that two policemen were injured and bleeding badly.

Both Commended

Duffin died instantly of massive head injuries, Murray said. Reid was in the intensive care unit at Germantown Hospital with extensive injuries.
Both men had been commended for action on duty.
Duffin received four commendations since joining the force on April 4, 1966, including one for the arrest of suspects wanted for a gas station robbery last August. He also had six letters of commendation.
Reid received one commendation for a dramatic rescue in 1968 of a man who was trapped in his auto under water. Reid jumped into the water in sub-freezing weather and held the man's head above water until help arrived.
Reid also has five letters of commendation. He joined the force 6-1/2 years ago.

O'Neill Angered

Commissioner Joseph F. O'Neill expressed anger at the incident.
"This points up the importance of how dangerous drinking drivers are on the streets," he said. "Here we have two fine young cops, one dead, the other critically injured.
"We had numerous times had drunken drivers main people for life. It's as potentially dangerous as men with a gun. I'd hope this would alert the general public of the danger of drinking while driving."

Praised by Commander

The patrolmen's commanding officer, Capt. John Lee, head of the stakeout squad at Frankford and Castor Aves., called the men "two of the best cops I had.
"Little Jimmy Duffin was a real gentleman," Lee said. "If you had a son of your own, this is the kind of guy you'd want.
"Jack Reid is the same kind of guy - both were good cops. I met their wives and their mothers, and they come from good families.
"This is the first stakeout officer we've lost," he added. "They were typical stakeout men: dedicated hard-working, honest young men.

Wife Is Pregnant

"This leaves the entire city with a loss, when you lose men of this caliber. The[y] have little children and a pregnant wife. I hope Jack Reid pulls through."
Reid's wife, Clair, is expecting their first child.
Duffin is survived by his wife, Barbara, and a son, James Jr., 3.

Viewing Thursday

Mass of the Resurrection for Duffin will be celebrated at 10 A.M. Friday at the Ascension of Our Lord Roman Catholic Church, Westmoreland and F sts. Burial will be in New Cathedral Cemetery at Front and Luzerne sts.
Viewing will be held from 6:30 P.M. onward Thursday at the Hollen Funeral Home, 728 E. Allegheny ave. Lee said the funeral will be conducted with honors.
Jackson was held on $10,000 bail following a hearing before Municipal Court Judge Harry Melton. A hearing was set for Feb. 13 in Room 613 of City Hall.
