He graduated from Brown University Rhode Island, in 1904, from the law department of Harvard University, in 1907, was admitted to the bar and commenced to practice law in New York City. In 1917, he was elected as a Republican to the Sixty-fifth Congress, serving until 1919. Not a candidate for re-nomination, he resumed the practice of law in New York City, was a special assistant U.S. Attorney in Minnesota, (1926-27) and president of the board of water commissioners for Tarrytown, New York, until 1953. Relocating to Florida, he lived in retirement until his death at age 83.
